About Steven Freeman

Steven Freeman was born in 1958 in Milton, West Virginia and is a lifelong resident of Cabell County. He attended Nichols Elementary School, Ona Junior High School, Barboursville High School, and graduated from Marshall University.

Steven served as a teacher for 38 years, the last 18 at Huntington High School, where he taught Advanced Placement Government, Advanced Placement Psychology, and Civics. His wife is also a retired teacher, and his two sons, Steven and Zachary, are both teachers in Cabell County.

Steven has dedicated his entire professional life to public education and believes he brings the knowledge, experience, and commitment needed to serve the citizens of Cabell County with integrity and purpose.

Today, Steven is also a proud grandfather of a student currently enrolled in Cabell County Schools—giving him an even deeper personal investment in the future of our schools and the success of every child.

Cabell County Board of Education Platform

1. Rebuild Trust in Public Education I believe public education is the most important institution in our society. In recent years, however, many families and taxpayers have lost trust in the system. We must work intentionally to rebuild that trust and strengthen the relationship between our schools and our community.
2. Transparency at the District Level Trust begins with transparency. The Board of Education must ensure that decision-making, spending, and district priorities are clear, understandable, and accessible to the public. Parents and taxpayers deserve openness and honesty.
3. Students Come First — Always Every policy and program should be guided by what best serves students academically, socially, and emotionally—using proven strategies and current research to strengthen outcomes.
4. Protect Classroom Teaching and Learning Teachers must be empowered to teach effectively without excessive interference, unnecessary paperwork, or constantly shifting initiatives.
5. Recruit and Retain High-Quality Teachers The most important factor in student success is having great teachers. Cabell County must prioritize recruitment and retention through improved working conditions and strong professional support.
6. Treat Teachers Like Professionals — Pay Them Like Professionals Teachers deserve respect and competitive compensation. Cabell County must support meaningful pay efforts and advocate for statewide teacher salary improvements.
7. Strengthen Community Partnerships Partnerships with the City of Huntington, Marshall University, businesses, and industry can expand opportunities including internships, workforce training, and mentorship programs.
8. Maximize the Impact of the Woody Williams Center The new center must align its programs with real regional workforce needs and create clear pathways to high-demand careers.
9. Safe Schools, Fair Treatment, and Real Accountability Students deserve safe, respectful learning environments. Discipline must be consistent, fair, and designed to protect the learning of all students.
10. Responsible Stewardship of Taxpayer Resources District resources must be used efficiently and responsibly, ensuring that spending directly supports students, teachers, and classrooms.
